New Mexico has a complex gaming past. When the IGRA was signed by Congress in Nineteen Eighty Nine, it seemed like New Mexico would be one of the states to cash in on the American Indian casino craze. Politics assured that would not be the case.

The New Mexico governor Bruce King appointed a working group in Nineteen Ninety to negotiate a contract with New Mexico Native tribes. When the panel came to an agreement with two prominent local tribes a year later, Governor King declined to sign the bargain. He would hold up a deal until 1994.

When a new governor took over in 1995, it appeared that Indian gaming in New Mexico was now a certainty. But when Governor Gary Johnson signed the contract with the Indian bands, anti-gambling groups were able to hold the deal up in the courts. A New Mexico court ruled that Governor Johnson had out stepped his bounds in signing the deal, thereby denying the government of New Mexico hundreds of thousands of dollars in licensing revenues over the next several years.

It took the Compact Negotiation Act, passed by the New Mexico house, to get the ball rolling on a full compact between the State of New Mexico and its Indian tribes. Ten years had been lost for gaming in New Mexico, including Amerindian casino Bingo.
